News From OSA - May, 2009

Layoffs. At present we are awaiting news of very limited layoffs at the HHC. If we have a small number of members threatened, we will seek to match the members targeted with members in the same titles seeking a furlough. More news on the newsline page of this website as it occurs.

Transit Authority. Our negotiations at the Transit Authority are going slowly. Apparently the TA is so concerned with their fiscal troubles that they are not able to focus on contract negotiations. We would expect the fiscal problems to be solved soon, and not by skipping our raises either.

Credit Where Due. The lovely article in the Civil Service Chief last week was good news, but the credit for our victory was misplaced. OSA was able to force DCAS to drop the three year probation period and go to the correct two year requirement, but the people who did the job were not given proper credit.

OSA's Chapter Chairperson at NYCHA, Tony Lee, was the first person to vigorously object to the Staff Analyst Trainee Notice of Examination. Sheila Gorsky investigated the matter, learned Tony was 100% correct and notified DCAS.

DCAS, as reported in the Chief, responded obstinately and would not correct their error. Sheila then assigned OSA’s General Counsel, Len Schrier to bring a court action against DCAS on this issue. Thereafter, DCAS saw reason and did the right thing.

So, our Staff Analyst Trainees had a problem solved for them even before the first SAT reached his or her “third” year of probation. Thank you Tony, Sheila and Len.

MCU Election. The Municipal Credit Union election is set for Tuesday May 5th. It is an “in person” election, so you have to go to Bridgewaters Restaurant at the South Street Seaport in order to vote.

If you are a member of the MCU, it is very important for you to take the time to go to Bridgewaters to cast your ballot. After all, it is our “bank” and we want it to run honestly and well.

General Membership Meeting. The next general membership meeting of the union is scheduled for Thursday, May 28, 2009 starting at 6pm sharp at the union office at 220 East 23rd Street, Suite 707, between Second and Third Avenues.
